Europe's poorest regions are those in the south-eastern part of Romania, Bulgaria, Greece, Albania and some regions in Spain, where per capita income is somewhere between 60 and 75% compared to the EU average.
A recent estimate by INSTAT reveals that the Tirana region has gross domestic product per capita as high as 42% of the EU average, while 8 other counties are less than 25% of the average level for 2017.
The country's poorest country is Kukës with 18% and from the data collected by 2017, remains the poorest region in Europe.

According to Eurostat, inequalities that exist between different regions can be attributed to a wide range of factors, including: changes brought about by globalization (such as relocation and switching of production activities and services), inheritance of former economic systems, socio-economic developments -economic, geographical distance and the availability of resources, including human resources.
