Putin talks about the annexation of four Ukrainian regions
President Vladimir Putin has said that Russia will stabilize the situation in four Ukrainian regions that it has claimed as its territory, even though Russian troops have left the front lines in those areas. His comments are being interpreted as an indirect acknowledgment of the problems Moscow faces as it tries to exert control.
Putin signed constitutional decrees on Wednesday to formally annex the four Ukrainian regions of Luhansk, Donetsk, Kherson and Zaporizhzhia. According to documents released by the Kremlin, the four regions are now a "new constituent entity of the Russian Federation".

Police insisted the gates were open, but they were too narrow and could only allow two people through at a time, when hundreds were trying to escape.
