The murder of 25-year-old Klodjan Rasha by a police officer has shocked the public opinion since yesterday, which was followed by a protest at the Ministry of Interior. Given the serious event, at the center of discussions on social networks and media is the fact whether the 25-year-old was killed by the police or the police, in other words, if we are dealing with a problem that goes beyond personal crime. Does this issue raise questions about other issues?
Invited yesterday to "Opinion", Arjan Dyrmishi, specialist for National Security Issues, raised the discussion whether the debate is about the police or the police.
"The most important problem is the one that has been unknowingly mentioned by everyone, it is the police. Is this act identified with all the police? This is the most important part of the discussion and I wonder if such cases could have been avoided? ”
Erzen Breçani, former deputy director of the Tirana Police, said that "we are dealing with personal criminal responsibility", but earlier during the discussion, he raised concerns about the lack of experience and professionalism of the patrol.
"I have information that the two patrol officers have both been less than three years [of work]. "In my practice, we had an old policeman and a young policeman, because the old policemen both suggest and help," he told Albert Dervishaj, deputy director general of the State Police. The latter replied that the structure had not changed.
Another problem is not having access to alternative weapons, which paralyze and neutralize but do not kill. The National Security Specialist said that the effectives do not have wide access to these alternative means.
Redi Shehu, publicist and researcher, invited yesterday to "Open", stressed that from all the information we have at the moment, the problem is the lack of professionalism and training of police officers.
Even on social networks, there are many people who do not prefer to generalize a personal crime with all police officers, but on the other hand emphasize that there is a lack of special training, routine checks and tests of police officers to measure their professional knowledge, including physical, mental and emotional preparation. In some of the comments, it is said that it happens that people who do not meet the criteria are recruited and hired as police officers, the consequences of which are such events.
