This is Reign Aston Disick, the 5-year-old Kourtney Kardashian and Scott Disick, best known for his characteristic (former) long hair like Rapunzel, often criticized by people who have nothing else to do.
In an Instagram post, Kourtney introduced the new Reign hair model. As you can see, the 5-year-old has decided to cut his hair, which Kourtney "does not feel well".
