
Rainbow Europe Forum, which ranks 49 European countries from 0% (serious human rights violations, discrimination) to 100% (human rights respect, full equality) has published the annual report compiled by the organization ILGA-Europe.
Malta remains the best country in Europe for LGBT + rights. The association said Malta has maintained policies, laws and best practices that discriminate least against LGBT + communities. Malta tops the table since 2016 (92%).
Meanwhile, Azerbaijan, Turkey, Russia and Armenia were rated as the worst European countries for the protection of LGBT + rights. Poland, Bulgaria and Romania were named as the worst EU member states for gay rights policies.

In green: The places where LGBT + rights are most respected; Yellow: Places where rights are respected, but there is still work to be done; In red: Places where LGBT + rights are not respected.
Albania ranks 28th out of 49 in total (32%). According to the report, in our country:
- LGBT + rights defenders are not in danger
- there are no laws restricting freedom of expression
- associations function and there are no obstacles to freedom of expression
- there is a law on crimes and hate speech
- it is estimated employment, education, services
To improve the legal and political situation of LGBT + persons in Albania, ILGA-Europe recommends the adoption of legal measures for the recognition and protection of same-sex couples, such as registered partnership.
