After the case was published on the show "Stop", the teacher of "Alexander Xhuvani" University in Elbasan, Denis Himci, was arrested by the police after asking for sexual favors to a student in exchange for taking exams. The university announced that it has suspended Himcin immediately, a decision that will remain so until the event is fully resolved.
According to the police report, the lecturer is charged with "Exercising unlawful influence over persons exercising public functions" and "Passive corruption of persons exercising public functions".
Referring to the Criminal Code , the first violation states that ?seeking, receiving or receiving, directly or indirectly, any irregular benefit, to himself or to other persons, by promising or securing the ability to exercise unlawful influence in the commission of of duty by persons exercising public office [...] ?is punishable by imprisonment of six months to four years and a fine of five hundred to two million leks.
With regard to passive corruption against persons exercising public office, it is stated that ?seeking or receiving, directly or indirectly, any irregular benefit or such promise, for himself or for other persons, or the acceptance of an offer a. the promise of improper gain [...] ?is punishable by imprisonment of two to eight years.
According to a report by the Albanian Helsinki Committee, Alexander Xhuvani University is one of the most problematic universities in terms of seeking sexual favors.
?Presence of various forms of active / passive corruption by students and lecturers or various forms of abuse of office, mainly related to the successful passing of exams (amounts ranging from 100-700 euros), the search for sexual favors by lecturers men vis-à-vis female students, inequality and favoritism in grades because of social and family ties to teachers or because of illicit and corrupt influences by administrative staff, ?reads a portion of the report on major university issues.
Cases of professors seeking sexual favors are repeatedly mentioned in student forums and social networks, but evidence and videos are missing. Given this, it is said that students who will report abusive professors in fact will receive scholarships.
