Albania ranks among the 15 countries with the highest emigration of educated and science-leading people. In 2010 and 2011, the emigration of well-educated Albanians increased by 223%, brewing in 2000 and 2001.
Based on a study by the United Nations Development Program , interviewing 720 doctoral students and 303 students living abroad, most of the "Albanian scientific diaspora" does not want to return.
Albania leads the world list of high emigration potentials. A Gallup poll in 2017 found that 56% of Albanians want to emigrate. The number of those who want to leave increased in relation to the 2012 poll, with 36% of Albanians planning to emigrate.
Increasing the desire for emigration in the last four years is the highest in the world, according to the poll results, but the fact remains that Albania has a high level of "brain immigration."
After interviews with Albanian emigrants, it was concluded that half of them, approximately 49%, did not plan to return to Albania, 32% responded "coming to Albania to work after a period of time abroad", and only 4% said: "I will be back in Albania after graduation, I will work".
The number of Albanian students in OECD countries (Organization for Economic Cooperation and Development) grew by 430% in 2016 compared to 2000.
Even if it is not enough, doctors who want to return to contribute to Albanian universities have been locked in the door.
