
Albania celebrates its 113th anniversary of Independence on November 28. Also known as Flag Day, Albanians everywhere celebrate this day to mark the moment when, 113 years ago, Ismail Qemali raised the flag in Vlora.
The assembly of 40 delegates in the town of Vlora declared the independence of Albania on November 28, 1912. The minutes, followed by the signatures of the envoys who agreed to the declaration, were dictated by Ismail Qemali and written in Albanian by Luigj Gurakuqi, and later in Ottoman by Shefqet Dajiu.

The Declaration of Independence of Albania is the declaration of independence of the Albanian vilayet from the Ottoman Empire in the context of the First Balkan War. Albania declared itself independent in Vlora on November 28, 1912 by Ismail Qemali.
The declaration of independence was attended by 40 delegates from all Albanian regions. Immediately after the declaration of independence, the Vlora Assembly formed the first government of Independent Albania, led by Ismail Qemali, as well as the Eldership.
The Declaration of Independence would constitute the cornerstone in the creation of the sovereign state of Albania.
