The Academy of Motion Picture Arts and Sciences said Will Smith was asked to leave the Oscars after hitting Chris Rock, but refused.
The Academy's Board of Governors, which met Wednesday, said it had also initiated disciplinary proceedings against Smith for violating standards of conduct.
Many have questioned why Smith - who just an hour later received constant applause after winning the "Best Actor" award - was allowed to stay in the front row at the Oscars after the incident. On Wednesday, the Academy said it tried to remove the actor from the public.
"Things happened in a way we could not have predicted," the Academy said. "While we would like to clarify that Mr. Smith was asked to leave the ceremony and refused, we also understand that we could have handled the situation differently."
The academy said Will Smith will have the opportunity to defend himself with a written response before the board meets again on April 18. The academy said disciplinary action against the actor could include suspension, expulsion or other sanctions.
The film academy previously condemned the actor's attack on Chris Rock, but used stronger language on Wednesday.
"Mr. Smith's actions at the Oscars were a profoundly shocking, traumatic event to be witnessed in person and on television. Mr. Rock, we apologize for what you experienced on our stage and thank you for your stand at that moment. We also We apologize to our nominees, guests and viewers for what happened during what was supposed to be a festive event. "
