The Houston fire chief insisted that Travis Scott "absolutely" should have stopped the Astroworld show - suggesting there were clear warnings he was back in tragedy.
"Everyone in that event has a responsibility, starting from the artist down. The artist has the command of the crowd… if he notices something happening, he can certainly stop the performance, turn on the lights and say, "Hey, we will not continue until it is resolved," chief Samuel Pena told Today .
The fire chief noted already viral moments that should have been clear warnings to the rapper.
"At one point, it was an ambulance trying to get through the crowd," he said of a scene Scott must have seen from the stage as he continued to perform.
However, the fire chief "was not prepared to say" that Scott "was fully aware of what was happening" saying that this would be part of what would be "involved throughout the investigation".
Travis said he was "devastated" and "could never have imagined the severity of the situation".
"Whenever I could figure it out, whatever may have happened, you know I stop the show and, you know, I help them get the help they need," he said.
