Your ballot for the April 25 election may be considered invalid if [x] is placed outside the designated box or when the ballot has other services. But in addition to these two cases, it is considered invalid in other cases as well.
In an interview for the show "Breaking" on Top Channel, the head of the Central Election Commission, Ilirjan Celibashi, explained:
"The voter has the opportunity to vote for the party and the coalition, but also the candidate, or he can only vote for the party and the coalition without a candidate. Even if you choose only one candidate it is valid.
If you choose one party or coalition and choose the candidate of the other party, that is void. So the [ballot] that does not count is when another party is elected and a candidate from the party you did not elect. ”
Regarding electronic identification, he said:
"For more than a month we have been doing continuous testing and I can say for sure that from what has been noticed we have no problem and in terms of electronic identification it will work fully by offering guarantees."
