A report published by Europol states that the number of cybercrimes during the pandemic has increased. The report highlights that there is a marked increase in online abuse of children and young people, where what seems most troubling is child pornography. In a statement to A2 News, Altin Hazizaj, head of the Center for the Protection of Children's Rights, said that during March and April, there was an increase in reports of child pornography on Facebook.
"We have to understand one thing that cybercrime in Albania is still very limited compared to cybercrime in European Union countries or America. So it does not impress me that the state police or other law enforcement agencies have so few claims against Facebook [for investigating pornography and other cybercrime]. What I want to say and have value in this discussion is the fact that during the pandemic, in March and April, we received on the national platform isigurt.al , the platform for children and youth, 5500 or 5700 reports on child pornography. "
Hazizaj added that the figure may not be large compared to European countries or those of the United States, but it is many times higher than a year ago.
"If we compare them with the reports of previous years, we had a total of 100-150 reports, if I am not mistaken. So, in two months [we had] over 5,000 or so reported child pornography sites posted on Facebook, in most cases with foreign children, but in 100 or so cases there were cases of child or teen pornography, or relationships of Albanian adults, but where children have had access. ”
Among other things, Hazizaj explained the cooperation with Facebook:
"We have an agreement with Facebook, as we have an agreement with Google regarding YouTube. What we have done has been a very positive discussion with Facebook. They have set up a contact point for civil society and trained our staff. At least we as an office are well positioned in a company like Facebook. What we agreed with Facebook was that if we got reports, say 300 overnight, Facebook asked us not to report the 300, but to give their artificial intelligence system a few days to shut them down and we then made a reconciliation over the weekend with Facebook between images, pages and reported persons and pages that their artificial intelligence had spotted. In over 90% of cases, their program shut them down. ”
Hazizaj ngriti shqetësimit se nga vëzhgimet e bëra për më shumë se një dekadë, rezulton se ka pak të dënuar për abuzimet me fëmijët, në këtë rast përdorimi i pornografisë. “Kjo më bën mua si profesionist të kuptoj se kapacitetet e policisë së shtetit, të prokurorisë, janë aq të kufizuara sa nuk arrijnë dot që në mënyrë profesionale, të ligjshme, të ndjekin krimet kibernetike," tha ai.
Në fund të komunikimit të tij, theksoi rrezikun që vjen nga faqet shqiptare:
“Ne kemi probleme jo aq me Facebook dhe YouTube, sepse janë platforma që kanë investuar dhe janë në gjendje të mbyllin faqet në mënyrë automatike. Ne kemi probleme me faqe shqiptare. Ne kemi probleme me Jeta Osh Qef; jo më larg se dy javë më parë, na është dashur t’i kontaktojmë në mënyrë private, që nuk është normale, për të hequr imazhet e bullizmit dhe dhunës së një adoleshenteje, që nuk e kuptoj pse duhet hedhur. Kemi imazhe thuajse pornografike, që nuk janë as erotike, të cilat janë të aksesueshme nga fëmijët, të cilat i gjen në faqet më qesharake, por edhe në faqet serioze, siç mund të jenë gazetat serioze, apo portale që janë serioze dhe nuk duhet të ndajnë imazhe të tilla. Kështu që nëse ka një diskutim që duhet ta bëjmë, janë portalet dhe faqet shqiptare, të cilat janë shumë herë më të vështira për t’u mbyllur, sepse në aspektin ligjor ka mangësi.”
